With each new scandal, officials rush to justify their positions or avoid accountability, while the average citizen pays the price, both financially and in terms of dignity. In the midst of this chaos, everyone wonders: How much longer will the Moroccan people have to wait for real change in a context where true political will is lacking? And is there a savior to put an end to this descent into ruin?<\/p>\n<p class=\"\" style=\"text-align: justify;\" data-start=\"318\" data-end=\"819\">In a controversial statement, <strong data-start=\"348\" data-end=\"366\">Rachid Hamouni<\/strong>, Member of Parliament and head of the <strong data-start=\"405\" data-end=\"440\">Party of Progress and Socialism<\/strong> (opposition) parliamentary group, accused the government of <strong data-start=\"501\" data-end=\"564\">\u201cstealing more than 43 billion dirhams of Moroccans\u2019 money\u201d<\/strong>, referring to the sheep subsidy and customs exemption files. These statements, which shook the political scene, raise embarrassing questions: <strong data-start=\"707\" data-end=\"819\">Where did this money go? Did citizens really benefit? And why are fact-finding investigations being blocked?<\/strong><\/p>\n<h3 class=\"\" style=\"text-align: justify;\" data-start=\"826\" data-end=\"900\">The Shocking Allegations: From \u201cSheep Subsidy\u201d to \u201cCustoms Exemptions\u201d<\/h3>\n<p class=\"\" style=\"text-align: justify;\" data-start=\"902\" data-end=\"973\">Hamouni revealed documents supporting his accusations, explaining that:<\/p>\n<h4 class=\"\" style=\"text-align: justify;\" data-start=\"975\" data-end=\"1014\">Sheep Subsidy Program (2023\u20132024):<\/h4>\n<ul style=\"text-align: justify;\" data-start=\"1015\" data-end=\"1395\">\n<li class=\"\" data-start=\"1015\" data-end=\"1115\">\n<p class=\"\" data-start=\"1017\" data-end=\"1115\"><strong data-start=\"1017\" data-end=\"1040\">437 million dirhams<\/strong> were disbursed as direct support to purchase sheep (500 dirhams per head).<\/p>\n<\/li>\n<li class=\"\" data-start=\"1116\" data-end=\"1321\">\n<p class=\"\" data-start=\"1118\" data-end=\"1321\">However, market prices did not decrease, but remained high (<strong data-start=\"1178\" data-end=\"1210\">2,000\u20134,000 dirhams per head<\/strong>), suggesting that <strong data-start=\"1229\" data-end=\"1267\">the subsidy did not reach citizens<\/strong>, but rather benefited <strong data-start=\"1290\" data-end=\"1320\">intermediaries and brokers<\/strong>.<\/p>\n<\/li>\n<li class=\"\" data-start=\"1322\" data-end=\"1395\">\n<p class=\"\" data-start=\"1324\" data-end=\"1395\">He asked: <em data-start=\"1334\" data-end=\"1395\">\u201cWhere did these millions go? And who benefited from them?\u201d<\/em><\/p>\n<\/li>\n<\/ul>\n<h4 class=\"\" style=\"text-align: justify;\" data-start=\"1397\" data-end=\"1438\">Customs exemptions on imported meat:<\/h4>\n<ul style=\"text-align: justify;\" data-start=\"1439\" data-end=\"1714\">\n<li class=\"\" data-start=\"1439\" data-end=\"1590\">\n<p class=\"\" data-start=\"1441\" data-end=\"1590\">According to Hamouni, the state <strong data-start=\"1473\" data-end=\"1500\">lost 13 billion dirhams<\/strong> due to customs exemptions on imported meat, under the pretext of &#8220;combating high prices&#8221;.<\/p>\n<\/li>\n<li class=\"\" data-start=\"1591\" data-end=\"1714\">\n<p class=\"\" data-start=\"1593\" data-end=\"1714\">Yet prices remained high, suggesting <strong data-start=\"1630\" data-end=\"1667\">importers monopolized the profits<\/strong> instead of passing the savings on to citizens.<\/p>\n<\/li>\n<\/ul>\n<h3 class=\"\" style=\"text-align: justify;\" data-start=\"1721\" data-end=\"1797\">Political Context: Why Are Fact-Finding Investigations Being Suppressed?<\/h3>\n<p class=\"\" style=\"text-align: justify;\" data-start=\"1799\" data-end=\"2040\">Hamouni confirmed that the parliamentary majority (led by the governing coalition parties) <strong data-start=\"1890\" data-end=\"1933\">refuses to form fact-finding committees<\/strong>, even though the constitution (<strong data-start=\"1965\" data-end=\"1979\">Article 67<\/strong>) grants Parliament this right. state spends from the public treasury, but the <strong data-start=\"2546\" data-end=\"2592\">benefit goes to a \u201cnetwork of monopolists\u201d<\/strong> (according to Hamouni).<\/p>\n<\/li>\n<\/ul>\n<h4 class=\"\" style=\"text-align: justify;\" data-start=\"2618\" data-end=\"2646\">Failed public policies:<\/h4>\n<ul style=\"text-align: justify;\" data-end=\"3847\">This is not just a \u201cpolitical controversy,\u201d but a case that affects the fate of <strong data-start=\"3734\" data-end=\"3757\">billions of dirhams<\/strong> that were supposedly allocated to ease the cost of living crisis.
