It is doing so by investing in new diplomatic tools, most notably <strong data-start=\"5815\" data-end=\"5837\">economic diplomacy<\/strong> and the <strong data-start=\"5846\" data-end=\"5916\">strengthening of the Moroccan diaspora\u2019s role as a strategic lever<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5919\" data-end=\"6260\">Foreign Minister Nasser Bourita, in his latest address to the House of Representatives, did not merely list achievements. Instead, he outlined a broader vision: <strong data-start=\"6080\" data-end=\"6259\">transforming Moroccan foreign policy from mere traditional representation into an economic and commercial platform serving national development and decision-making sovereignty<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6262\" data-end=\"6472\">But what does &#8220;economic diplomacy&#8221; truly mean in the Moroccan context? Are we witnessing a fundamental shift in the Kingdom\u2019s diplomatic doctrine, or merely an expansion of influence without deep restructuring?<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"6474\" data-end=\"6534\"><strong data-start=\"6478\" data-end=\"6534\">From Diplomatic Representation to Economic Mediation<\/strong><\/h3>\n<p style=\"text-align: justify;\" data-start=\"6536\" data-end=\"6966\">Bourita\u2019s announcement of the creation of a <strong data-start=\"6580\" data-end=\"6626\">General Directorate for Economic Diplomacy<\/strong> and the appointment of economic attach\u00e9s in several embassies reflects a growing belief within the official apparatus that international relations are no longer governed solely by statements and positions, but by <strong data-start=\"6840\" data-end=\"6965\">interests, deals, and the state&#8217;s ability to defend its products, attract investments, and structure win-win partnerships<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6968\" data-end=\"7364\">This orientation aligns with a royal vision proclaimed years ago, especially through multiple visits to Africa and the signing of numerous South-South agreements. But one critical question arises: <strong data-start=\"7165\" data-end=\"7364\">Do we have the institutional frameworks, qualified human resources, and coordination mechanisms between sovereign ministries and the business sector to translate this vision into concrete action?<\/strong><\/p>\n<h3 style=\"text-align: justify;\" data-start=\"7366\" data-end=\"7451\"><strong data-start=\"7370\" data-end=\"7451\">The Moroccan Diaspora: From \u201cFinancial Transfers\u201d to a \u201cStrategic Soft Power\u201d<\/strong><\/h3>\n<p style=\"text-align: justify;\" data-start=\"7453\" data-end=\"7723\">The minister\u2019s remarks about Moroccans abroad, whose annual remittances exceed 100 billion dirhams, reveal a striking paradox: <strong data-start=\"7580\" data-end=\"7723\">this community is a major financial pillar, yet remains marginalized in public policies related to investment and economic decision-making.<\/strong><\/p>\n<p style=\"text-align: justify;\" data-start=\"7725\" data-end=\"8066\">Only 10% of these remittances go into investment projects! This leads to a pressing question: <strong data-start=\"7819\" data-end=\"7912\">What prevents these skills and funds from becoming true partners in the national economy?<\/strong> Is it bureaucracy? Lack of trust? Poor support systems? Or a lack of serious political will to redefine the relationship with this group institutionally?<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"8068\" data-end=\"8167\"><strong data-start=\"8072\" data-end=\"8167\">The Mohammedian Foundation for Moroccans of the World: Beginning of Change or a New Facade?<\/strong><\/h3>\n<p style=\"text-align: justify;\" data-start=\"8169\" data-end=\"8383\">The announcement of the <strong data-start=\"8193\" data-end=\"8246\">Mohammedian Foundation for Moroccans of the World<\/strong> is part of an attempt to frame a new model for diaspora engagement. However, the success of this endeavor depends on several conditions:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"8384\" data-end=\"8600\">\n<li data-start=\"8384\" data-end=\"8456\">\n<p data-start=\"8386\" data-end=\"8456\">Clearly defining its functions and boundaries with other institutions,<\/p>\n<\/li>\n<li data-start=\"8457\" data-end=\"8517\">\n<p data-start=\"8459\" data-end=\"8517\">Involving the diaspora in designing and managing the body,<\/p>\n<\/li>\n<li data-start=\"8518\" data-end=\"8600\">\n<p data-start=\"8520\" data-end=\"8600\">Providing it with a legal framework that ensures continuity and good governance.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"8602\" data-end=\"8805\">Today\u2019s challenge is not just creating new institutions, but <strong data-start=\"8663\" data-end=\"8738\">restoring lost trust between Moroccans abroad and national institutions<\/strong> through transparency, legal protection, and procedural efficiency.<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"8807\" data-end=\"8878\"><strong data-start=\"8811\" data-end=\"8878\">Morocco\u2019s Quiet Victories: A Royal Vision Facing the Challenges<\/strong><\/h3>\n<p style=\"text-align: justify;\" data-start=\"8880\" data-end=\"8947\">Away from media noise, Morocco can claim some quiet strategic wins:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"8948\" data-end=\"9162\">\n<li data-start=\"8948\" data-end=\"9008\">\n<p data-start=\"8950\" data-end=\"9008\">Institutional stability amid a turbulent regional context,<\/p>\n<\/li>\n<li data-start=\"9009\" data-end=\"9085\">\n<p data-start=\"9011\" data-end=\"9085\">Diversifying economic partnerships beyond the traditional European sphere,<\/p>\n<\/li>\n<li data-start=\"9086\" data-end=\"9162\">\n<p data-start=\"9088\" data-end=\"9162\">Developing a diplomatic network with a developmental and commercial focus.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"9164\" data-end=\"9415\">Yet these successes remain at risk if not supported by <strong data-start=\"9219\" data-end=\"9295\">internal reforms of institutions concerned with migration and investment<\/strong>, and <strong data-start=\"9301\" data-end=\"9415\">if the Moroccan diaspora is not fully utilized as a force for ideas and action, rather than merely a \u201cwallet.\u201d<\/strong><\/p>\n<h3 style=\"text-align: justify;\" data-start=\"9417\" data-end=\"9436\"><strong data-start=\"9421\" data-end=\"9436\">Conclusion:<\/strong><\/h3>\n<p style=\"text-align: justify;\" data-start=\"9438\" data-end=\"9691\"><strong data-start=\"9438\" data-end=\"9599\">Building a strong economic diplomacy and enhancing the role of the Moroccan diaspora in national issues is not a political luxury\u2014it is a strategic necessity<\/strong> for a country that aspires to be an influential actor in African and international affairs.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>At a time when geopolitical challenges intersect with global economic transformations, and where sovereignty and development stakes are becoming increasingly crucial, Morocco is emerging as a country consciously and gradually seeking to reposition itself on the international relations map.
