From the Almoravid era to the Sharifian Empire, Morocco played a pivotal role in West Africa, backed by the religious legitimacy of the &#8220;Commander of the Faithful&#8221; \u2014 a status that gave it political and spiritual influence across the continent.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6173\" data-end=\"6482\">But this connection has never been linear. With Morocco\u2019s strong return to the African Union and a renewed wave of economic and religious cooperation, a new model of relations is emerging amidst global and regional shifts \u2014 particularly with the decline of traditional powers and the rise of China and Turkey.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6484\" data-end=\"6848\">Within this dynamic, serious concerns are arising:<br data-start=\"6534\" data-end=\"6537\" \/>Could this openness mask an external agenda \u2014 one that empties Morocco of its elite and youth through emigration, while gradually replacing them with growing numbers of sub-Saharan African migrants settling in major cities and underpopulated regions, under the banner of integration and South-South cooperation?<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"6850\" data-end=\"6893\">Reading the Numbers and the Policies<\/h3>\n<p style=\"text-align: justify;\" data-start=\"6895\" data-end=\"7049\">Official reports indicate that over <strong data-start=\"6931\" data-end=\"6976\">200,000 Moroccan youth emigrate each year<\/strong>, with over <strong data-start=\"6988\" data-end=\"7019\">70% of educated urban youth<\/strong> expressing a desire to leave.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7051\" data-end=\"7310\">Conversely, <strong data-start=\"7063\" data-end=\"7121\">unofficial figures estimate between 60,000 and 100,000<\/strong> sub-Saharan African migrants live in Morocco, temporarily or permanently \u2014 mostly in urban centers. Government programs aim to regularize their status, grant residency, jobs, and training.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7312\" data-end=\"7502\">Morocco \u2014 a <strong data-start=\"7324\" data-end=\"7373\">signatory of the Global Compact for Migration<\/strong> (Marrakech 2018) \u2014 now faces political and moral pressure to accept increasing numbers of migrants, backed by EU and UN support.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7504\" data-end=\"7570\">European countries play a central role, providing major funding:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"7571\" data-end=\"7874\">\n<li data-start=\"7571\" data-end=\"7692\">\n<p data-start=\"7573\" data-end=\"7692\">\u20ac236 million from the <strong data-start=\"7595\" data-end=\"7640\">EU Emergency Trust Fund for Africa (EUTF)<\/strong> to support Morocco\u2019s National Migration Strategy.<\/p>\n<\/li>\n<li data-start=\"7693\" data-end=\"7874\">\n<p data-start=\"7695\" data-end=\"7874\">In March 2023, the <strong data-start=\"7714\" data-end=\"7772\">European Commission pledged an additional \u20ac624 million<\/strong> to support sectors including migration, social security, green transition, and administrative reform.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"7876\" data-end=\"8177\">While significant, these funds have sparked internal questions:<br data-start=\"7939\" data-end=\"7942\" \/>Are they truly humanitarian? Or are they tools of <strong data-start=\"7992\" data-end=\"8024\">soft demographic engineering<\/strong>?<br data-start=\"8025\" data-end=\"8028\" \/>Though framed as social aid, some fear the underlying goal is to <strong data-start=\"8093\" data-end=\"8177\">gradually reshape Morocco\u2019s population under the guise of \u201corganized migration.\u201d<\/strong><\/p>\n<h3 style=\"text-align: justify;\" data-start=\"8179\" data-end=\"8214\">Security and Social Tensions<\/h3>\n<p style=\"text-align: justify;\" data-start=\"8216\" data-end=\"8560\">A government report revealed <strong data-start=\"8245\" data-end=\"8282\">78,685 illegal migration attempts<\/strong> toward Europe were stopped in 2024 \u2014 a 4.6% increase from 2023. Yet, international media (e.g., <em data-start=\"8379\" data-end=\"8389\">Le Monde<\/em>, <em data-start=\"8391\" data-end=\"8400\">Reuters<\/em>) accused some Moroccan agencies of using EU funds for <strong data-start=\"8455\" data-end=\"8491\">forced and inhumane deportations<\/strong>, especially in the desert south, as part of &#8220;preemptive deterrence.&#8221;<\/p>\n<p style=\"text-align: justify;\" data-start=\"8562\" data-end=\"8816\">On the local level, cities like Rabat, Sal\u00e9, Casablanca, and the north have launched <strong data-start=\"8647\" data-end=\"8671\">integration programs<\/strong> \u2014 including housing and training \u2014 that sometimes <strong data-start=\"8722\" data-end=\"8776\">surpass support given to vulnerable Moroccan youth<\/strong>, raising concerns about social justice.<\/p>\n<p style=\"text-align: justify;\" data-start=\"8818\" data-end=\"9044\">There are also legitimate concerns about certain <strong data-start=\"8867\" data-end=\"8927\">investment projects that require hiring African migrants<\/strong> as a condition for funding \u2014 opening the door to future demographic shifts with political and societal implications.<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"9046\" data-end=\"9098\">Where Are We Headed? What Are the Alternatives?<\/h3>\n<p style=\"text-align: justify;\" data-start=\"9100\" data-end=\"9276\">Are we witnessing a <strong data-start=\"9120\" data-end=\"9162\">state-driven demographic reengineering<\/strong>? Or is Morocco merely yielding to <strong data-start=\"9197\" data-end=\"9223\">international pressure<\/strong> framed in terms of human rights and legal migration?<\/p>\n<p style=\"text-align: justify;\" data-start=\"9278\" data-end=\"9398\">And do these policies consider Morocco\u2019s <strong data-start=\"9319\" data-end=\"9340\">historic identity<\/strong> as a balanced Islamic, Amazigh, Arab, and African nation?<\/p>\n<p style=\"text-align: justify;\" data-start=\"9400\" data-end=\"9470\">The answer isn\u2019t to self-blame or adopt xenophobic narratives, but to:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"9472\" data-end=\"10084\">\n<li data-start=\"9472\" data-end=\"9583\">\n<p data-start=\"9474\" data-end=\"9583\">Establish a <strong data-start=\"9486\" data-end=\"9522\">clear national population policy<\/strong> that protects Morocco\u2019s demographic balance and sovereignty.<\/p>\n<\/li>\n<li data-start=\"9584\" data-end=\"9713\">\n<p data-start=\"9586\" data-end=\"9713\">Differentiate between <strong data-start=\"9608\" data-end=\"9644\">regulated, integrative migration<\/strong> and <strong data-start=\"9649\" data-end=\"9672\">gradual replacement<\/strong> that risks further marginalizing locals.<\/p>\n<\/li>\n<li data-start=\"9714\" data-end=\"9911\">\n<p data-start=\"9716\" data-end=\"9911\">Reaffirm the role of the <strong data-start=\"9741\" data-end=\"9770\">Commander of the Faithful<\/strong> as a key axis in Morocco-Africa relations \u2014 one that remains <strong data-start=\"9832\" data-end=\"9844\">vertical<\/strong> (spiritual\/economic), not <strong data-start=\"9871\" data-end=\"9885\">horizontal<\/strong> (settlement\/replacement).<\/p>\n<\/li>\n<li data-start=\"9912\" data-end=\"10084\">\n<p data-start=\"9914\" data-end=\"10084\">Invest in <strong data-start=\"9924\" data-end=\"9943\">retaining youth<\/strong> by offering real opportunities in housing, education, and employment \u2014 instead of pushing them to emigrate and creating demographic vacuums.<\/p>\n<\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\" data-start=\"10086\" data-end=\"10118\">Forward-Looking Proposals<\/h3>\n<ul style=\"text-align: justify;\" data-start=\"10120\" data-end=\"10457\">\n<li data-start=\"10120\" data-end=\"10200\">\n<p data-start=\"10122\" data-end=\"10200\"><strong data-start=\"10122\" data-end=\"10152\">Reverse Migration Strategy<\/strong>: Encourage skilled Moroccans to stay or return.<\/p>\n<\/li>\n<li data-start=\"10201\" data-end=\"10323\">\n<p data-start=\"10203\" data-end=\"10323\"><strong data-start=\"10203\" data-end=\"10234\">Incoming Migration Controls<\/strong>: Align migrant intake with market needs, and ensure proper legal and social integration.<\/p>\n<\/li>\n<li data-start=\"10324\" data-end=\"10457\">\n<p data-start=\"10326\" data-end=\"10457\"><strong data-start=\"10326\" data-end=\"10364\">National Cohesion Development Plan<\/strong>: Strengthen national and linguistic identity through education, employment, and citizenship.<\/p>\n<\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\" data-start=\"10459\" data-end=\"10513\">Conclusion: Between Policy and Public Awareness<\/h3>\n<p style=\"text-align: justify;\" data-start=\"10515\" data-end=\"10693\">The challenge today goes beyond government policy \u2014 it\u2019s about <strong data-start=\"10578\" data-end=\"10653\">elite awareness, civil society mobilization, and serious national media<\/strong> taking charge of this sensitive debate.<\/p>\n<p style=\"text-align: justify;\" data-start=\"10695\" data-end=\"10862\">Before we wake up to a Morocco with a diluted identity and imported demographics \u2014 all under the slogan of &#8220;tolerance and diversity&#8221; \u2014 it\u2019s urgent to act collectively.<\/p>\n<p style=\"text-align: justify;\" data-start=\"10864\" data-end=\"11032\">Let\u2019s preserve Morocco as it has always been:<br data-start=\"10909\" data-end=\"10912\" \/>A rich blend of <strong data-start=\"10928\" data-end=\"10976\">history, spirituality, and national identity<\/strong> \u2014 rooted deeply in its African, Arab, and Amazigh soul.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The relationship between Morocco and its African depth has always been multifaceted \u2014 spiritual, historical, political, and economic.
