Is the responsibility individual, institutional, or political? And how can this precious resource be transformed into a genuine driver of national economic growth and sustainable development?<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"6182\" data-end=\"6243\"><strong data-start=\"6186\" data-end=\"6243\">Half a Million Skills\u2026 and 5 Million Moroccans Abroad<\/strong><\/h3>\n<p style=\"text-align: justify;\" data-start=\"6244\" data-end=\"6522\">Estimates from the Ministry in charge of Moroccans Residing Abroad suggest 300,000 highly qualified citizens live overseas, while other sources point to 5\u20136 million Moroccans abroad, with a significant share holding advanced qualifications (Maroc Diplomatique, CCME, EcoActu).<\/p>\n<p style=\"text-align: justify;\" data-start=\"6524\" data-end=\"6715\">Strikingly, private investment in the national economy accounts for only <strong data-start=\"6597\" data-end=\"6604\">10%<\/strong> of diaspora remittances, even though these transfers hit a record <strong data-start=\"6671\" data-end=\"6702\">117 billion dirhams in 2024<\/strong> (EcoActu).<\/p>\n<p style=\"text-align: justify;\" data-start=\"6717\" data-end=\"6873\">The key question: Why aren\u2019t we making better use of this talent and financial resource? Is the obstacle administrative, institutional, or political will?<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"6880\" data-end=\"6920\"><strong data-start=\"6884\" data-end=\"6920\">Official Programs Without Impact<\/strong><\/h3>\n<p style=\"text-align: justify;\" data-start=\"6921\" data-end=\"6998\">Several official initiatives have aimed to mobilize Moroccan skills abroad:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"6999\" data-end=\"7096\">\n<li data-start=\"6999\" data-end=\"7020\">\n<p data-start=\"7001\" data-end=\"7020\"><strong data-start=\"7001\" data-end=\"7011\">TOKTEN<\/strong> (1993)<\/p>\n<\/li>\n<li data-start=\"7021\" data-end=\"7043\">\n<p data-start=\"7023\" data-end=\"7043\"><strong data-start=\"7023\" data-end=\"7034\">FINCOME<\/strong> (2006)<\/p>\n<\/li>\n<li data-start=\"7044\" data-end=\"7069\">\n<p data-start=\"7046\" data-end=\"7069\"><strong data-start=\"7046\" data-end=\"7060\">MAGHRIBCOM<\/strong> (2013)<\/p>\n<\/li>\n<li data-start=\"7070\" data-end=\"7096\">\n<p data-start=\"7072\" data-end=\"7096\"><strong data-start=\"7072\" data-end=\"7087\">MRE Academy<\/strong> (2020)<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"7098\" data-end=\"7247\">Despite these programs, they quickly appeared superficial and lacked tangible results on the ground (canal212.ma, Le Matin.ma, Hespress, Yabiladi).<\/p>\n<p style=\"text-align: justify;\" data-start=\"7249\" data-end=\"7392\">The <strong data-start=\"7253\" data-end=\"7267\">MDM Invest<\/strong> program, designed to encourage Moroccans abroad to invest in up to 10% of projects, has also fallen short of expectations.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7394\" data-end=\"7541\">The outcome: missed opportunities, faltering political will, and a lack of clear mechanisms to direct talent toward productive national projects.<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"7548\" data-end=\"7620\"><strong data-start=\"7552\" data-end=\"7620\">Constitutional Institutions: Between Autonomy and Responsibility<\/strong><\/h3>\n<p style=\"text-align: justify;\" data-start=\"7621\" data-end=\"7716\">Morocco\u2019s experience reveals a gap between constitutional provisions and real-world practice:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"7717\" data-end=\"7975\">\n<li data-start=\"7717\" data-end=\"7831\">\n<p data-start=\"7719\" data-end=\"7831\">Appointments and decisions sometimes reflect political orientations more than true institutional independence.<\/p>\n<\/li>\n<li data-start=\"7832\" data-end=\"7975\">\n<p data-start=\"7834\" data-end=\"7975\">Official reports, despite their value, often fail to reach a wide audience due to weak communication channels or overly technical language.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"7977\" data-end=\"8119\">The central question: How can institutions meant to safeguard democracy fulfill their role if their connections with society remain fragile?<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"8126\" data-end=\"8182\"><strong data-start=\"8130\" data-end=\"8182\">The Missing Link Between Talent and Institutions<\/strong><\/h3>\n<p style=\"text-align: justify;\" data-start=\"8183\" data-end=\"8368\">Administrative fragmentation and the absence of a clear central platform (Ministry of Foreign Affairs, CNRST, CCME, Tamwilcom\u2026) highlight the difficulty of mobilizing human resources.<\/p>\n<p style=\"text-align: justify;\" data-start=\"8370\" data-end=\"8560\">The lack of a live skills database, slow recognition of qualifications, and absence of long-term strategies all contribute to a reality lagging behind legal and constitutional commitments.<\/p>\n<p style=\"text-align: justify;\" data-start=\"8562\" data-end=\"8790\">A promising note: The <strong data-start=\"8584\" data-end=\"8629\">Economic Forum of Moroccans Abroad (FEMM)<\/strong> has begun drafting visions to channel remittances into productive investments (EcoActu), while <strong data-start=\"8725\" data-end=\"8738\">Tamwilcom<\/strong> has announced new mechanisms to support projects.<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"8797\" data-end=\"8830\"><strong data-start=\"8801\" data-end=\"8830\">Key Questions for Readers<\/strong><\/h3>\n<ul style=\"text-align: justify;\" data-start=\"8831\" data-end=\"9265\">\n<li data-start=\"8831\" data-end=\"8914\">\n<p data-start=\"8833\" data-end=\"8914\">Do we truly have the political will to reclaim Morocco\u2019s human transparency and accountability?<\/p>\n<\/li>\n<li data-start=\"9027\" data-end=\"9164\">\n<p data-start=\"9029\" data-end=\"9164\">Is the answer simply more programs, or a structural reform that integrates talent into institutions and turns it into economic power?<\/p>\n<\/li>\n<li data-start=\"9165\" data-end=\"9265\">\n<p data-start=\"9167\" data-end=\"9265\">How can we build effective bridges between overseas talent, citizens, and national institutions?<\/p>\n<\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\" data-start=\"9272\" data-end=\"9290\"><strong data-start=\"9276\" data-end=\"9290\">Conclusion<\/strong><\/h3>\n<p style=\"text-align: justify;\" data-start=\"9291\" data-end=\"9453\">Morocco is losing half a million skilled individuals due to ineffective protocols, aimless programs, and institutions unable to guide or coordinate effectively.<\/p>\n<p style=\"text-align: justify;\" data-start=\"9455\" data-end=\"9479\"><strong data-start=\"9455\" data-end=\"9477\">Solutions include:<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-start=\"9480\" data-end=\"9877\">\n<li data-start=\"9480\" data-end=\"9545\">\n<p data-start=\"9482\" data-end=\"9545\">Creating a dynamic national platform to map skills and needs.<\/p>\n<\/li>\n<li data-start=\"9546\" data-end=\"9628\">\n<p data-start=\"9548\" data-end=\"9628\">Turning <strong
