At this moment, Morocco is confronted with a crucial question: <strong data-start=\"567\" data-end=\"704\">how can it manage the growing influx of migrants from Sub-Saharan Africa without compromising its sovereignty or humanitarian values?<\/strong><\/p>\n<p style=\"text-align: justify;\" data-start=\"708\" data-end=\"899\">This question is not merely a debate for social media; it is existential, touching the very identity of the state, its borders, and its ability to maintain demographic and cultural balance.<\/p>\n<h2 style=\"text-align: justify;\" data-start=\"906\" data-end=\"988\">The Challenge Between the Classical Definition of the State and Moral Duty<\/h2>\n<p style=\"text-align: justify;\" data-start=\"990\" data-end=\"1226\">According to political philosophy, the state is <strong data-start=\"1038\" data-end=\"1163\">the entity that holds the monopoly on legitimate violence, protects its borders, and preserves the identity of its people<\/strong>, without shirking its moral duty toward the most vulnerable.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1228\" data-end=\"1402\">Here lies Morocco\u2019s challenge: <strong data-start=\"1259\" data-end=\"1400\">how to reconcile the protection of national security and citizens\u2019 interests with welcoming the needy and treating refugees with dignity?<\/strong><\/p>\n<p style=\"text-align: justify;\" data-start=\"1404\" data-end=\"1776\">International law, through the <strong data-start=\"1435\" data-end=\"1483\">1951 Geneva Convention and the 1967 Protocol<\/strong>, grants states the right to regulate migration, while also imposing the duty to protect asylum seekers. Reality shows that <strong data-start=\"1607\" data-end=\"1710\">the balance between these principles requires a clear strategic vision and effective implementation<\/strong>, otherwise social and economic pressures will escalate rapidly.<\/p>\n<h2 style=\"text-align: justify;\" data-start=\"1783\" data-end=\"1853\">Demographic and Economic Pressure: From Indicator to Challenge<\/h2>\n<p style=\"text-align: justify;\" data-start=\"1855\" data-end=\"2176\">The <strong data-start=\"1859\" data-end=\"1916\">2024 report of Morocco\u2019s High Commission for Planning<\/strong> reveals that the country hosts tens of thousands of migrants, mostly from Sahel countries. According to the <strong data-start=\"2025\" data-end=\"2075\">International Organization for Migration (IOM)<\/strong>, the number of Sub-Saharan residents in Morocco has <strong data-start=\"2128\" data-end=\"2173\">increased by 38% over the past five years<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2178\" data-end=\"2225\">\ud83d\udcca <strong data-start=\"2181\" <strong data-start=\"2760\" data-end=\"2781\">Tangier and Nador<\/strong>.<br data-start=\"2782\" data-end=\"2785\" \/>The question arises: <strong data-start=\"2806\" data-end=\"2912\">do Moroccan cities have proactive plans to manage these pressures before they turn into social crises?<\/strong><\/p>\n<h2 style=\"text-align: justify;\" data-start=\"2921\" data-end=\"2967\">Lessons from International Experiences<\/h2>\n<ul style=\"text-align: justify;\" data-start=\"2969\" data-end=\"3522\">\n<li data-start=\"2969\" data-end=\"3186\">\n<p data-start=\"2971\" data-end=\"3186\"><strong data-start=\"2971\" data-end=\"2981\">France<\/strong>: Adopted an open humanitarian discourse in the 1980s and 1990s, but the lack of effective integration policies produced marginalized generations, caught between two cultures and geographically isolated.<\/p>\n<\/li>\n<li data-start=\"3187\" data-end=\"3360\">\n<p data-start=\"3189\" data-end=\"3360\"><strong data-start=\"3189\" data-end=\"3198\">Spain<\/strong>: Local integration programs linking residency, employment, and education reduced social tensions, requiring <strong data-start=\"3307\" data-end=\"3357\">strong political will and continuous follow-up<\/strong>.<\/p>\n<\/li>\n<li data-start=\"3361\" data-end=\"3522\">\n<p data-start=\"3363\" data-end=\"3522\"><strong data-start=\"3363\" data-end=\"3379\">South Africa<\/strong>: Poor planning and communication on migration led to violent tensions, as local populations found themselves competing for scarce resources.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"3524\" data-end=\"3701\">Morocco is in a delicate position: its economic capacities are weaker than France and Spain, and its social structure is more fragile in the face of sudden demographic shocks.<\/p>\n<h2 style=\"text-align: justify;\" data-start=\"3708\" data-end=\"3763\">Toward a Comprehensive Migration and Asylum Law<\/h2>\n<p style=\"text-align: justify;\" data-start=\"3765\" data-end=\"3850\">Taha Riazi proposes drafting a <strong data-start=\"3796\" data-end=\"3837\">framework law on migration and asylum<\/strong> balancing:<\/p>\n<ol style=\"text-align: justify;\" data-start=\"3852\" data-end=\"4218\">\n<li data-start=\"3852\" data-end=\"3933\">\n<p data-start=\"3855\" data-end=\"3933\"><strong data-start=\"3855\" data-end=\"3887\">National security protection<\/strong> through regulated entry and border control.<\/p>\n<\/li>\n<li data-start=\"3934\" data-end=\"4030\">\n<p data-start=\"3937\" data-end=\"4030\"><strong data-start=\"3937\" data-end=\"3970\">Preservation of human dignity<\/strong> for migrants and refugees within a clear legal justify;\" data-start=\"4515\" data-end=\"4624\">As <strong data-start=\"4518\" data-end=\"4543\">Jean-Jacques Rousseau<\/strong> said: \u201cThe people who renounce part of their sovereignty renounce themselves.\u201d<\/p>\n<p style=\"text-align: justify;\" data-start=\"4626\" data-end=\"4873\">Today, Morocco is called upon to demonstrate its ability to <strong data-start=\"4686\" data-end=\"4744\">protect its territory without sacrificing its humanity<\/strong>, drawing on <strong data-start=\"4757\" data-end=\"4810\">its history as a bridge between Africa and Europe<\/strong> and its legacy in balancing moral duty and sovereign rights.<\/p>\n<p style=\"text-align: justify;\" data-start=\"4875\" data-end=\"5076\">The ultimate question remains: <strong data-start=\"4906\" data-end=\"5074\">will the Kingdom take bold steps today to become a model of balance between humanity and sovereignty, or will it yield under the pressure of demographic
