The communiqu\u00e9 denounced the \u201cflagrant aggression\u201d of the occupying entity against Qatar and the ongoing genocide against the Palestinian people in Gaza and the West Bank.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3733\" data-end=\"3994\">The wording was strong\u2014condemnations, demands, and calls for international action. Yet the deeper question is: <strong data-start=\"3844\" data-end=\"3992\">is this truly a new position, or just another reproduction of the same old Arab and African rhetoric that has never been translated into action?<\/strong><\/p>\n<h3 style=\"text-align: justify;\" data-start=\"3996\" data-end=\"4060\">Historical parallels: Statements without real consequences<\/h3>\n<p style=\"text-align: justify;\" data-start=\"4061\" data-end=\"4107\">History is filled with similar declarations:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"4108\" data-end=\"4582\">\n<li data-start=\"4108\" data-end=\"4224\">\n<p data-start=\"4110\" data-end=\"4224\"><strong data-start=\"4110\" data-end=\"4128\">Khartoum 1967:<\/strong> the famous \u201cThree Nos\u201d (no peace, no negotiations, no recognition), soon bypassed by reality.<\/p>\n<\/li>\n<li data-start=\"4225\" data-end=\"4352\">\n<p data-start=\"4227\" data-end=\"4352\"><strong data-start=\"4227\" data-end=\"4258\">2002 Arab Peace Initiative:<\/strong> offering full normalization in exchange for complete Israeli withdrawal, ignored by Israel.<\/p>\n<\/li>\n<li data-start=\"4353\" data-end=\"4465\">\n<p data-start=\"4355\" data-end=\"4465\"><strong data-start=\"4355\" data-end=\"4373\">African Union:<\/strong> a long-standing defender of Palestinian rights, but never moving beyond symbolic support.<\/p>\n<\/li>\n<li data-start=\"4466\" data-end=\"4582\">\n<p data-start=\"4468\" data-end=\"4582\"><strong data-start=\"4468\" data-end=\"4488\">Arab Parliament:<\/strong> dozens of statements since the Second Intifada, built on the same formulas of condemnation.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"4584\" data-end=\"4640\">The pattern is clear: strong rhetoric, minimal impact.<\/p>\n<h3 style=\"text-align: justify;\" data-start=\"4642\" data-end=\"4677\">Symbolic and political weight<\/h3>\n<p style=\"text-align: justify;\" data-start=\"4678\" data-end=\"4978\">Still, the joint Arab-African voice carries symbolic importance. It signals a <strong data-start=\"4756\" data-end=\"4781\">South-South alignment<\/strong> at a time when the global order is fractured. South Africa\u2019s move at the International Court of Justice illustrates Africa\u2019s potential role as <strong data-start=\"4925\" data-end=\"4975\">an alternative hub of international legitimacy<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"4980\" data-end=\"5011\">But critical questions arise:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"5012\" data-end=\"5311\">\n<li data-start=\"5012\" data-end=\"5122\">\n<p data-start=\"5014\" data-end=\"5122\">If Israel routinely ignores UN Security Council resolutions, why would it heed a parliamentary communiqu\u00e9?<\/p>\n<\/li>\n<li data-start=\"5123\" data-end=\"5194\">\n<p data-start=\"5125\" data-end=\"5194\">How can such institutions move from discourse to concrete pressure?<\/p>\n<\/li>\n<li data-start=\"5195\" data-end=\"5311\">\n<p data-start=\"5197\" data-end=\"5311\">Does this endless cycle of statements not reveal more about <strong data-start=\"5257\" data-end=\"5281\">structural impotence<\/strong> than about real solidarity?<\/p>\n<\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\" data-start=\"5313\" data-end=\"5335\">The veto dilemma<\/h3>\n<p style=\"text-align: justify;\" data-start=\"5336\" data-end=\"5661\">Calling for the abolition of the veto at the UN Security Council reflects widespread frustration.
