Moreover, allegations leveled against Nicol\u00e1s Maduro\u2014however serious\u2014do not legally constitute an \u201carmed attack\u201d that would justify unilateral military or law-enforcement action across borders.<\/p>\n<h2 style=\"text-align: justify;\" data-start=\"2747\" data-end=\"2806\"><strong data-start=\"2750\" data-end=\"2806\">Presidential Immunity: Law Versus Political Practice<\/strong><\/h2>\n<p style=\"text-align: justify;\" data-start=\"2808\" data-end=\"3133\">The Vienna Convention on Diplomatic Relations, together with customary international law, recognizes that heads of state benefit from <strong data-start=\"2942\" data-end=\"3002\">absolute personal immunity (<em data-start=\"2972\" data-end=\"2999\">immunity ratione personae<\/em>)<\/strong> while in office.
