Growth for 2026 is now projected at <strong data-start=\"358\" data-end=\"366\">5.2%<\/strong>, alongside a target to contain inflation at around <strong data-start=\"418\" data-end=\"424\">2%<\/strong> between 2027 and 2029.<\/p>\n<p style=\"text-align: justify;\" data-start=\"451\" data-end=\"668\">At first glance, the message is one of confidence. But beneath it lies a more complex question: why is this level of optimism emerging now, at the twilight of the government\u2019s term, rather than earlier in its mandate?<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"19ss98t\" data-start=\"670\" data-end=\"701\"><span role=\"text\"><strong data-start=\"674\" data-end=\"701\">A Narrative of Recovery<\/strong><\/span><\/h3>\n<p style=\"text-align: justify;\" data-start=\"703\" data-end=\"1055\">The revised projections were outlined in an official circular on Morocco\u2019s multi-year budget framework (2027\u20132029), addressed to ministerial departments. The government bases its optimism on what it calls \u201cadvanced indicators and sectoral forecasts,\u201d aligning its outlook with <strong data-start=\"980\" data-end=\"999\">Bank Al-Maghrib<\/strong>, which recently projected growth as high as <strong data-start=\"1044\" data-end=\"1052\">5.6%<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1057\" data-end=\"1438\">Several drivers support this narrative. A <strong data-start=\"1099\" data-end=\"1129\">strong agricultural season<\/strong> is expected to exceed initial assumptions, offering a familiar boost to overall growth. Meanwhile, <strong data-start=\"1229\" data-end=\"1257\">non-agricultural sectors<\/strong> continue to show resilience, with projected growth of 4.6%, supported by rising cement sales and a tourism rebound nearing <strong data-start=\"1381\" data-end=\"1406\">19.8 million visitors<\/strong>, a 14% increase year-on-year.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1440\" data-end=\"1765\">External inflows also play a central role. <strong data-start=\"1483\" data-end=\"1569\">Remittances from Moroccans abroad, tourism revenues, and foreign direct investment<\/strong> have pushed foreign exchange reserves above <strong data-start=\"1614\" data-end=\"1637\">442 billion dirhams<\/strong>, covering more than five months of imports. In official discourse, this signals macroeconomic stability and external balance.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"3t59vl\" data-start=\"1767\" data-end=\"1819\"><span role=\"text\"><strong data-start=\"1771\" data-end=\"1819\">An Economy Still Dependent on External Winds<\/strong><\/span><\/h3>\n<p style=\"text-align: justify;\" data-start=\"1821\" data-end=\"2046\">Yet this apparent strength raises deeper structural questions. Much of the growth remains tied to <strong data-start=\"1919\" data-end=\"1951\">volatile or external factors<\/strong>\u2014rainfall, global demand, diaspora transfers\u2014rather than a fully transformed productive base.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2048\" data-end=\"2445\">This dependency becomes more problematic in the current global context. The government itself acknowledges a climate of <strong data-start=\"2168\" data-end=\"2200\">heightened geopolitical risk<\/strong>, particularly linked to the ongoing war in the Middle East. Tensions affecting strategic routes such as the <strong data-start=\"2309\" data-end=\"2329\">Strait of Hormuz<\/strong> could disrupt energy supplies, pushing oil and gas prices upward and reigniting inflationary pressures worldwide.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2447\" data-end=\"2762\">In parallel, the <strong data-start=\"2464\" data-end=\"2495\">International Monetary Fund<\/strong> forecasts global growth at around <strong data-start=\"2530\" data-end=\"2538\">3.2%<\/strong> for the coming years\u2014well below pre-pandemic levels\u2014amid persistent shocks: geopolitical conflicts, protectionist policies, inflation cycles, and structural challenges such as aging populations and declining productivity.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"1nvteg2\" data-start=\"2764\" data-end=\"2812\"><span role=\"text\"><strong data-start=\"2768\" data-end=\"2812\">Timing: Economics or Electoral Strategy?<\/strong><\/span><\/h3>\n<p style=\"text-align: justify;\" data-start=\"2814\" data-end=\"2975\">The timing of this optimism is difficult to ignore. Announcing stronger growth projections just months before elections inevitably invites a political reading.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2977\" data-end=\"3280\">For some economists, the issue is not the figures themselves, but their foundations. Growth driven by agriculture, by nature cyclical, cannot guarantee sustainability. Likewise, strong foreign reserves may reflect <strong data-start=\"3191\" data-end=\"3209\">robust inflows<\/strong>, but not necessarily <strong data-start=\"3231\" data-end=\"3261\">strong domestic production<\/strong> or job creation.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3282\" data-end=\"3450\">This raises a central tension: is Morocco witnessing a genuine structural shift, or a favorable alignment of temporary factors being framed as long-term transformation?<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"1wj9jb5\" data-start=\"3452\" data-end=\"3482\"><span role=\"text\"><strong data-start=\"3456\" data-end=\"3482\">The Inflation Question<\/strong><\/span><\/h3>\n<p style=\"text-align: justify;\" data-start=\"3484\" data-end=\"3804\">The government\u2019s confidence in maintaining inflation at around <strong data-start=\"3547\" data-end=\"3553\">2%<\/strong> adds another layer of uncertainty. In a stable global environment, such a target might be achievable. But in today\u2019s context\u2014marked by energy volatility and geopolitical fragmentation\u2014it appears highly contingent on factors beyond national control.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3806\" data-end=\"3932\">Inflation, in this sense, becomes not just an economic indicator, but a reflection of Morocco\u2019s exposure to external shocks.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"13k2odf\" data-start=\"3934\" data-end=\"3970\"><span role=\"text\"><strong data-start=\"3938\" data-end=\"3970\">Beyond Growth: The Real Test<\/strong><\/span><\/h3>\n<p style=\"text-align: justify;\" data-start=\"3972\" data-end=\"4224\">Ultimately, the debate goes beyond percentages. The real challenge is whether projected growth can translate into <strong data-start=\"4086\" data-end=\"4146\">tangible improvements in employment and purchasing power<\/strong>\u2014the issues that matter most to citizens as they head toward the ballot box.<\/p>\n<p style=\"text-align: justify;\" data-start=\"4226\" data-end=\"4527\">Morocco now stands at a crossroads between <strong data-start=\"4269\" data-end=\"4312\">political ambition and economic realism<\/strong>.
