This raises several questions: what exactly is the nature of this force\u2019s mandate? What will be the scope of its authority? How can security requirements be reconciled with respect for Palestinian sovereignty and the fundamental rights of the civilian population?<\/p>\n<p style=\"text-align: justify;\" data-start=\"3376\" data-end=\"3796\">Recent history offers numerous precedents, from the Balkans to certain regions of Africa and the Middle East. These experiences have shown that an international force does not succeed merely through the number of troops deployed or the strength of its equipment, but through its ability to gain the trust of local populations and transform security into a factor of stability rather than an additional source of tension.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3798\" data-end=\"4249\">On the human level, Gaza is currently experiencing one of the most critical periods in its contemporary history. After years of blockade, recurrent conflicts, and massive destruction, its population is no longer seeking only an end to hostilities. It aspires to a return to normal life: functioning schools, operational hospitals, reliable water and electricity networks, and economic prospects capable of restoring a minimum level of social security.<\/p>\n<p style=\"text-align: justify;\" data-start=\"4251\" data-end=\"4545\">This is where the real question arises: will this international force be able to create the conditions necessary for the return of everyday life and the reconstruction of the social fabric, or will it simply become another actor in an already extremely complex political and security landscape?<\/p>\n<p style=\"text-align: justify;\" data-start=\"4547\" data-end=\"4875\">The economic dimension is equally decisive. The reconstruction of Gaza will require tens of billions of dollars and will mobilise international donors for many years. Yet no investor, financial institution, or development partner can sustainably commit resources in an environment marked by instability and security uncertainty.<\/p>\n<p style=\"text-align: justify;\" data-start=\"4877\" data-end=\"5321\">The International Stabilisation Force is therefore seen as one of the pillars of a mechanism intended to create the minimum conditions for the resumption of economic activity, the rehabilitation of infrastructure, and the gradual return of confidence. But this ambition remains closely tied to the existence of a credible political horizon. History shows that economic development alone is never sufficient to resolve the root causes of crises.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5323\" data-end=\"5663\">From a geopolitical perspective, the involvement of several Arab and Muslim countries in Gaza-related security frameworks reflects a broader shift in regional dynamics. After decades dominated by confrontation, discussions are now increasingly focused on post-war management, reconstruction, and the creation of new mechanisms of stability.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5665\" data-end=\"5933\">This transformation signals a change of paradigm: the region appears to be gradually moving from a phase centred on direct confrontation to one characterised by the management of prolonged crises, where security, economic, and diplomatic dimensions become inseparable.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5935\" data-end=\"6232\">Yet the fundamental challenge remains unchanged. The real issue is not the number of troops deployed or the scale of logistical resources committed. It lies in the international community\u2019s ability to address the structural causes that have made Gaza a recurring epicentre of tension and violence.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6234\" data-end=\"6525\">History teaches that lasting stability is built neither through military force alone nor through diplomatic arrangements alone. It rests above all on justice, trust, and the existence of a political perspective capable of offering the populations concerned a credible vision of their future.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6527\" data-end=\"6780\">Thus, the arrival of Moroccan soldiers and other international contingents within this mission should not be seen as a mere security event. It may represent one of the first signs of a new stage in the history of Gaza and, more broadly, the Middle East.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6782\" data-end=\"6912\">A stage where security concerns intersect with issues of sovereignty, reconstruction, political legitimacy, and human development.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6914\" data-end=\"7221\">And one question remains suspended above all others: are we witnessing the construction of the foundations of a lasting peace that would allow Palestinians to regain the conditions of a normal life, or the emergence of a new international mechanism designed to manage the conflict without ever resolving it?<\/p>\n<p style=\"text-align: justify;\" data-start=\"7223\" data-end=\"7437\" data-is-last-node=\"\" data-is-only-node=\"\">Because the difference between these two scenarios is immense.
