When the life of a citizen is lost beyond his country’s borders, official statements alone are rarely enough to restore public confidence. In fact, institutional silence during the first critical hours can inflict deeper damage than the tragedy itself. The death of Moroccan national Abderrahim Fqir<\/strong>, following a police intervention in the Italian city of Bologna, did not become a national and international issue solely because of the disturbing videos circulating online. It became a public affair because the communication vacuum that preceded Morocco’s official response allowed questions, doubts, and accusations to flourish before the Moroccan Embassy in Rome declared that it had been monitoring the case “from the very first moments.”<\/p>\n

This is precisely where journalism moves beyond reporting facts and begins reading between the lines<\/strong>.<\/p>\n

The story is no longer confined to what happened on a street in Bologna, where video footage appears to show a police restraint that ended with Abderrahim Fqir losing his life, prompting the Italian Public Prosecutor’s Office to open a judicial investigation and triggering demonstrations demanding accountability and transparency. The case has evolved into a broader examination of how the Moroccan state responds when one of its citizens dies abroad\u2014and how public perception is shaped in an era where social media moves far faster than official institutions.<\/p>\n

The statement issued by Ambassador Youssef Balla<\/strong> introduced an important new dimension to the debate. According to the embassy, Moroccan diplomatic authorities had been following the case from its outset, immediately instructing the Consulate General responsible for Bologna to provide moral support, consular assistance, and legal guidance to the victim’s family while maintaining continuous coordination with the Italian judicial authorities throughout the investigation. The ambassador further stressed that uncovering the complete truth serves “the interest of \u0627\u0644\u062c\u0645\u064a\u0639,” while expressing full confidence in the independence of the Italian judiciary to clarify the circumstances surrounding the incident.<\/p>\n

Yet analytical journalism never limits itself to what has been said. It is equally interested in what remained unsaid.<\/p>\n

If the embassy indeed acted from the earliest hours, why did that action fail to reach public awareness? Why did so many Moroccans\u2014both inside the Kingdom and across the diaspora\u2014develop the impression that official institutions were nowhere to be seen? Was the real problem a lack of action, or rather a failure to communicate that action effectively?<\/p>\n

This is where the real crisis begins.<\/p>\n

In today’s world, institutions are judged not only by what they do, but also by their ability to demonstrate that they are doing it. When footage of a Moroccan citizen dying during a police operation spreads across digital platforms, protests erupt in Bologna, and the official voice remains largely absent from public debate during the crucial early hours, the communication gap itself becomes part of the crisis. It creates space for alternative narratives, legitimate questions, emotional reactions, and, inevitably, speculation.<\/p>\n

From another perspective, the embassy’s statement also carries a carefully calibrated diplomatic message. It neither rushed to condemn the Italian authorities nor embraced any predetermined version of events before the judicial process had run its course. Instead, it sought to balance two principles that diplomacy must constantly reconcile: standing firmly beside a Moroccan citizen and his family while respecting the independence of the judicial institutions of the host country. It is an approach designed to defend citizens’ rights without transforming an ongoing criminal investigation into a political confrontation.<\/p>\n

However, this diplomatic posture does not absolve the rest of Morocco’s institutional architecture from legitimate public scrutiny.<\/p>\n

Public opinion does not evaluate an embassy in isolation. It assesses an entire ecosystem that includes the ministry responsible for Moroccans living abroad, consultative bodies representing the diaspora, and political actors who frequently invoke the “Moroccans of the World” in speeches and electoral campaigns. When a Moroccan dies under such dramatic circumstances abroad, citizens expect more than consular procedures; they expect a coordinated political, legal, institutional, and symbolic response commensurate with the gravity of the event.<\/p>\n

This is where the deepest\u2014and least visible\u2014tension lies.<\/p>\n

Moroccans living abroad are not asking merely for administrative services. They seek reassurance that their country stands beside them when one of their own becomes the victim of tragedy or a potential violation of fundamental rights. Under such circumstances, even if diplomatic efforts begin immediately, any delay in making those efforts visible can quickly evolve into a lasting crisis of confidence.<\/p>\n

The Fqir case therefore exposes a broader challenge confronting Moroccan diplomacy in Europe: the transition from traditional consular diplomacy to genuine crisis diplomacy, where strategic communication, rapid public engagement, media responsiveness, and transparency become as essential as legal and diplomatic follow-up.<\/p>\n

At the same time, the Italian authorities bear an equally significant responsibility. Opening a judicial investigation is a necessary step in any state governed by the rule of law, but it will only fulfill its purpose if it ultimately establishes the complete truth. The existence of video evidence, eyewitness accounts, public demonstrations, and demands from human rights organizations all reinforce the need for a transparent, independent, and credible investigation. Only such an outcome can preserve confidence in Italian institutions while preventing this tragedy from becoming a long-term source of tension between the Moroccan community and local authorities.<\/p>\n

Ultimately, the case of Abderrahim Fqir appears to have moved beyond the initial question\u2014“Where was the State?”<\/strong>\u2014toward a much more fundamental one:<\/p>\n

How does a state make its presence felt when one of its citizens becomes a victim beyond its borders?<\/strong><\/p>\n

If, as the embassy maintains, consular action was indeed initiated from the very first moments, then that constitutes only part of the answer.
