In Morocco, Dato Dr. Hassan Ammari has developed a distinctive trajectory in this sphere, combining civil-society engagement, cultural cooperation and what is increasingly described as parallel diplomacy.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify\">As President and founder of the Moroccan Association for Cooperation and Friendship between Peoples (AMCAP), Hassan Ammari has devoted a significant part of his career to fostering dialogue and cooperation between Morocco and international partners. His activities have brought together representatives of diplomatic missions, public institutions, academia, culture and civil society, reflecting an approach to international relations in which human connections complement conventional state diplomacy.<\/p>\n<p style=\"text-align: justify\">From Public Administration to International Cooperation<\/p>\n<p style=\"text-align: justify\">Ammari\u2019s involvement in international affairs is supported by considerable experience in public administration. Having studied in the former Soviet Union, he later served as chef de cabinet to several Moroccan ministers, developing extensive experience in administration, institutional relations, organization and protocol.<\/p>\n<p style=\"text-align: justify\">Over the years, this background became an important asset in his engagement with foreign diplomatic missions and cultural institutions in Morocco. Rather than pursuing a conventional diplomatic career, Ammari developed a role at the intersection of civil society and international relations, using associations, cultural initiatives and interpersonal networks to create opportunities for dialogue between Morocco and other nations.<\/p>\n<p style=\"text-align: justify\">A Prestigious Malaysian Distinction<\/p>\n<p style=\"text-align: justify\">One of the most significant international recognitions in Hassan Ammari\u2019s career came from Malaysia.<\/p>\n<p style=\"text-align: justify\">On 14 January 2019, the ruler of the Malaysian state of Negeri Sembilan, Tuanku Muhriz, conferred upon him the Darjah Dato\u2019 Paduka Negeri Sembilan (D.P.N.S.), carrying the prestigious honorific title of Dato\u2019.<\/p>\n<p style=\"text-align: justify\">The distinction occupies a particularly important place in his career because Ammari was honored as an actor of civil society and international cooperation rather than as a Moroccan career diplomat completing an official posting.<\/p>\n<p style=\"text-align: justify\">His elevation to the rank of Dato\u2019 consequently represents an exceptional chapter in his international trajectory and illustrates the recognition that people-to-people diplomacy can receive beyond traditional governmental channels.<\/p>\n<p style=\"text-align: justify\">Strengthening the Morocco\u2013China Cultural Bridge<\/p>\n<p style=\"text-align: justify\">Ammari\u2019s engagement with China provides one of the clearest illustrations of his approach to parallel and cultural diplomacy.<\/p>\n<p style=\"text-align: justify\">In October 2024, Li Changlin, then Ambassador of the People\u2019s Republic of China to Morocco, published an article highlighting Moroccan personalities who had contributed significantly to strengthening mutual understanding and cultural exchanges between the Chinese and Moroccan peoples. Hassan Ammari was among the figures specifically recognized.<\/p>\n<p style=\"text-align: justify\">The ambassador recalled meeting Ammari shortly after his arrival in Morocco and emphasized his administrative experience, extensive network and organizational and coordination abilities. He described Ammari as an important contributor to Sino-Moroccan cultural exchanges.<\/p>\n<p style=\"text-align: justify\">According to Ambassador Li, Ammari regularly offered advice and assistance for major cultural events organized by the Chinese Embassy in Morocco. He also accompanied representatives of the Chinese Cultural Center during visits and contributed his experience in organization and protocol to local events.<\/p>\n<p style=\"text-align: justify\">Ammari\u2019s relationship with China, however, began considerably earlier. He had travelled to the country years before and attended the renowned Canton Fair, where he witnessed China\u2019s rapid economic development and social organization. The experience left a lasting impression on him, particularly regarding what he perceived as the efficiency, meticulousness and discipline of Chinese working culture.<\/p>\n<p style=\"text-align: justify\">His appreciation of Chinese culture also extended beyond institutional relations. Ambassador Li noted that Ammari and his family had developed a strong interest in Chinese culture, with Chinese works of art and objects forming part of their cultural environment at home.<\/p>\n<p style=\"text-align: justify\">Bringing Chinese New Year to Rabat<\/p>\n<p style=\"text-align: justify\">This cultural affinity subsequently translated into concrete initiatives.<\/p>\n<p style=\"text-align: justify\">With the active support of the Chinese Cultural Center, Ammari helped organize Chinese New Year celebrations in Rabat, bringing together representatives of local government, ambassadors, friends and members of the wider community to discover Chinese traditions.<\/p>\n<p style=\"text-align: justify\">He later proposed the organization of a larger \u201cHappy Chinese New Year \u2013 Chinese Temple Fair\u201d in Rabat\u2019s old city. The initiative received support from local authorities, while artistic troupes from Chengdu and Xi\u2019an travelled to Morocco to participate.<\/p>\n<p style=\"text-align: justify\">The event provided Moroccan audiences with direct access to elements of Chinese culture and demonstrated how cultural celebrations can become instruments of dialogue between societies.<\/p>\n<p style=\"text-align: justify\">Such initiatives embody a central principle of cultural diplomacy: relations between countries are not built exclusively through negotiations between governments. They are also strengthened when citizens encounter one another\u2019s traditions, languages, arts and ways of life.<\/p>\n<p style=\"text-align: justify\">AMCAP and the Role of Parallel Diplomacy<\/p>\n<p style=\"text-align: justify\">At the center of Ammari\u2019s international activities stands AMCAP, the organization through which he has sought to promote cooperation and friendship between Morocco and peoples around the world.<\/p>\n<p style=\"text-align: justify\">His work reflects the broader concept of parallel diplomacy\u2014international engagement conducted by civil-society actors, academics, cultural figures, associations and other non-state participants in ways that can complement the official diplomacy of governments.<\/p>\n<p style=\"text-align: justify\">This distinction is important. Parallel diplomacy does not seek to replace the constitutional and institutional role of the state in foreign affairs. Instead, it can create additional channels of communication and cooperation, particularly in fields such as culture, education, academic exchange and interpersonal relations.<\/p>\n<p style=\"text-align: justify\">Through this approach, Ammari has interacted with ambassadors, government representatives, academics, cultural personalities and international institutions, contributing to networks connecting Morocco with partners across different regions of the world.<\/p>\n<p style=\"text-align: justify\">Alongside Diplomats and Dignitaries in Larache<\/p>\n<p style=\"text-align: justify\">This commitment to international and diaspora engagement has also been reflected in Ammari\u2019s participation in events bringing together Moroccans of the world.<\/p>\n<p style=\"text-align: justify\">He notably attended the second edition of the Gathering of Moroccans of the World in Larache, alongside the Governor, ambassadors and other distinguished dignitaries.<\/p>\n<p style=\"text-align: justify\">Such gatherings carry particular significance for Morocco. The Moroccan diaspora represents an important human, cultural and economic connection between the Kingdom and countries across the world. Bringing together Moroccans living abroad, diplomatic representatives, public officials and civil-society figures creates opportunities not only to celebrate national belonging but also to develop new networks of international cooperation.<\/p>\n<p style=\"text-align: justify\">Ammari\u2019s presence within this environment therefore corresponds naturally with the broader direction of his work: creating spaces where diplomacy, civil society, culture and human relationships intersect.<\/p>\n<p style=\"text-align: justify\">Diplomacy Beyond Embassies<\/p>\n<p style=\"text-align: justify\">Taken together, Hassan Ammari\u2019s activities reveal an unusual career situated at the crossroads of public administration, civil society, cultural diplomacy and international friendship.<\/p>\n<p style=\"text-align: justify\">His Malaysian distinction demonstrates the international recognition associated with his trajectory. His engagement with China provides concrete evidence of sustained cultural cooperation, while his leadership of AMCAP offers an institutional platform through which dialogue with different countries and communities can be developed.<\/p>\n<p style=\"text-align: justify\">His story also illustrates an increasingly important dimension of modern international relations: people-to-people diplomacy.<\/p>\n<p style=\"text-align: justify\">Official diplomacy remains the responsibility of states, governments and their authorized representatives. Yet the relationships that sustain partnerships between countries are often reinforced at another level\u2014between universities, associations, cultural organizations, economic actors and individuals capable of understanding and connecting different societies.<\/p>\n<p style=\"text-align: justify\">For a country such as Morocco, historically positioned at the crossroads of Africa, Europe, the Mediterranean and the Arab world while increasingly strengthening its partnerships across Asia, such networks can serve as valuable complements to official international engagement.<\/p>\n<p style=\"text-align: justify\">Dato Dr. Hassan Ammari\u2019s trajectory illustrates precisely this dimension of diplomacy: one built through meetings, cultural exchanges, institutional cooperation and relationships cultivated across borders.<\/p>\n<p style=\"text-align: justify\">In an international environment where mutual understanding can be as important as formal agreements, his career offers a reminder that diplomacy does not end at the doors of an embassy.
