Today, they appeared in coffins\u2014four by four\u2014leaving the temporary morgue at the military hospital after a collective prayer, on their way to Sidi M\u2019barek cemetery. Eighteen young men were buried in the first mass funeral for victims of the tragedy of the mass crossing that took place at the end of July, while the cemetery prepares to receive dozens more. Spanish journalist Carmen Echarri, who followed the scene on the ground, writes that around 90 bodies recovered from Spanish waters by the Civil Guard may gradually find their way to graves, while the death toll on both sides of the border has exceeded 140 people, according to figures cited in her report.<\/p>\n<div class=\"x9f619 x1n2onr6 x1ja2u2z x78zum5 xdt5ytf x2lah0s x193iq5w xf7dkkf xv54qhq x1k70j0n xzueoph xzboxd6 x14l7nz5\">\n<div class=\"x6s0dn4 xal61yo x1obq294 x5a5i1n xde0f50 x15x8krk x78zum5 xdt5ytf x6ikm8r x10wlt62 x1n2onr6 xh8yej3\"><iframe loading=\"lazy\" class=\"xl1xv1r\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=476&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F1740154743852997%2F&amp;show_text=false&amp;width=267&amp;t=0\" width=\"267\" height=\"476\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<h4 style=\"text-align: justify;\">The picture emerging from the Spanish press today is harsher than any statistic: prayers for men whose names remain unknown, coffins carried four at a time, newly prepared graves, fingerprints and DNA samples preserved in case identification comes later. Even in death, identity remains postponed.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">It is precisely in this scene that the question raised by the recent statements of Abdelatif Ouahbi becomes more pressing: how can the Minister of Justice speak at length about recovering Moroccan minors, providing buses to return them to their families, and considering them victims, while the same clarity does not appear to surround the fate of those whose journey ended in death?<\/p>\n<h4 style=\"text-align: justify;\">This is no longer a journalistic hypothesis.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">According to the Spanish report, seven bodies have been identified, and there is a possibility that some of them could be transferred to Morocco. Yet the newspaper says that, so far, the response has been a refusal.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">That information, naturally, requires official Moroccan clarification: Who made that decision? On what grounds? Does it concern legal procedures, forensic requirements, border arrangements, or something else?<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">But the mere presence of such information in an on-the-ground Spanish report, on the very day the burials began, makes official Moroccan silence more costly than before.<\/p>\n<h4 style=\"text-align: justify;\">Two things, however, must be distinguished.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">No one is asking the state to bypass judicial or medical procedures concerning the identification of victims. Nor should every administrative delay automatically be transformed into a political accusation.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">But there is a difference between respecting procedures and the absence of a state voice at a moment of such immense human tragedy.<\/p>\n<div class=\"x9f619 x1n2onr6 x1ja2u2z x78zum5 xdt5ytf x2lah0s x193iq5w xf7dkkf xv54qhq x1k70j0n xzueoph xzboxd6 x14l7nz5\">\n<div class=\"x6s0dn4 xal61yo x1obq294 x5a5i1n xde0f50 x15x8krk x78zum5 xdt5ytf x6ikm8r x10wlt62 x1n2onr6 xh8yej3\"><iframe loading=\"lazy\" class=\"xl1xv1r\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F2103053986948296%2F&amp;show_text=false&amp;width=560&amp;t=0\" width=\"560\" height=\"314\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<div class=\"x9f619 x1n2onr6 x1ja2u2z x78zum5 xdt5ytf x2lah0s x193iq5w xuk3077 xf7dkkf xv54qhq x1k70j0n xzueoph xzboxd6 x14l7nz5\"><\/div>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Morocco could have clearly stated that it wants all its deceased citizens to be identified, that it wants the remains of those whose identities have been confirmed to be brought home, and that it stands alongside the families waiting for their sons.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Such a position would not contradict any judicial procedure. On the contrary, it would give those procedures a human meaning.<\/p>\n<h4 style=\"text-align: justify;\">The paradox is that Ouahbi has chosen, in his latest statements, to give the issue of minors considerable space.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">He spoke of returning them to their families, of Morocco&#8217;s readiness to provide the necessary means, and of coordination with Spain. He also said that these minors are victims, not criminals.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">That message is important in itself.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">But the same statement opens the door to a question that political discourse cannot avoid: if those who arrive alive are victims whom the state must recover, what about those who died?<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Does the state&#8217;s responsibility toward a Moroccan citizen end the moment that citizen becomes a body?<\/p>\n<h4 style=\"text-align: justify;\">The paradox becomes even sharper when the minister, in the same context, raises Ceuta and Melilla to the level of Morocco&#8217;s historical and geographical rights.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Ouahbi is not speaking only about migration. He is speaking about two cities over which Morocco says it maintains its rights, and about an ongoing dialogue with Spain aimed at reaching final solutions.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Yet at the heart of this dispute over territory, history and sovereignty, the bodies of Moroccan young men are now being buried on that very land.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Some still have no names.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Others whose identities have been established are waiting for a decision on whether they will be returned to their country.<\/p>\n<h4 style=\"text-align: justify;\">Here, the dignity of the dead becomes part of the meaning of sovereignty\u2014not something secondary to it.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">A state is not measured only by its ability to protect its borders or negotiate its major strategic files. It is also measured by the way it treats its citizens when they have lost every ability to defend themselves.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">A body does not negotiate.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">It does not seek asylum.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">It does not cross borders.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">It is the family that waits. And it is the state that is supposed to act on its behalf.<\/p>\n<h4 style=\"text-align: justify;\">What is even more striking is that all of this is happening while Ouahbi is moving politically and publicly on several fronts, at a time when the legislative elections are approaching.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">This does not mean that his statements on Ceuta and minors were designed for electoral purposes. There is no evidence allowing such a conclusion.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">But timing makes scrutiny of political discourse legitimate.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The minister is present in the debate over sovereignty, migration, relations with Spain and minors\u2014all issues carrying a powerful national charge.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">At the same time, the funeral procession of eighteen young men is moving toward Sidi M\u2019barek cemetery, while the cemetery prepares to receive more.<\/p>\n<h4 style=\"text-align: justify;\">This is precisely where the meaning between the lines appears.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Politics tends to choose issues around which it can construct a narrative: a minor can be returned, an agreement can be negotiated, sovereignty can be reaffirmed, figures can be presented.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The dead, however, offer politicians no opportunity for rhetorical victory.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">They impose silence.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">They demand condolences.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">They demand recognition of the tragedy.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">And then they impose a much harder question:<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">How did these young men reach the sea?<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">And why did death come to within a few metres of a dream of reaching Ceuta?<\/p>\n<h4 style=\"text-align: justify;\">That is why the question that should be addressed today to Abdelatif Ouahbi\u2014and to the Moroccan government alongside him\u2014is no longer simply:<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><strong>When will the Moroccan minors return?<\/strong><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The question has become simpler, and far more painful:<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><strong>When will the dead return?<\/strong><\/p>\n<h4 style=\"text-align: justify;\">Eighteen young men were buried today.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Dozens more are waiting for the same fate.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Seven have reportedly been identified, according to the Spanish report, while their remains await the possibility of being transferred to Morocco.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">And the burials will continue.<\/p>\n<h4 style=\"text-align: justify;\">There may be legal or procedural reasons explaining the delay.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">There may also be details behind what the Spanish press described as a \u201crefusal\u201d that are not yet known.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">That is precisely why the demand is not for a verdict.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"aiRSTjHMpt\"><p><a href=\"https:\/\/elfarodeceuta.es\/tragedia-tarajal-cementerio-sidi-embarek-acoge-primeros-entierros\/\">Tragedia del Tarajal: el cementerio de Sidi Embarek acoge los primeros entierros<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"\u00abTragedia del Tarajal: el cementerio de Sidi Embarek acoge los primeros entierros\u00bb \u2014 El Faro de Ceuta\" src=\"https:\/\/elfarodeceuta.es\/tragedia-tarajal-cementerio-sidi-embarek-acoge-primeros-entierros\/embed\/#?secret=oMPXMzaeoF#?secret=aiRSTjHMpt\" data-secret=\"aiRSTjHMpt\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">It is for <strong>silence to be forced to speak<\/strong>.<\/p>\n<h4 style=\"text-align: justify;\">If Morocco wants to bring its children home, that is both a right and a duty.<\/h4>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">If it wants to protect its citizens, that too is a duty.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">But a state that says a Moroccan minor is a victim cannot leave a dead Moroccan citizen without a voice.<\/p>\n<h4 style=\"text-align: justify;\">In Ceuta, the dead began to be buried before the discussion about the living had even ended.<\/h4>\n<p>That image alone deserves the state&#8217;s attention\u2014before it becomes merely another story for the press.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In Ceuta, speaking about the dead is no longer a journalistic metaphor.
