Algerian President Abdelmadjid Tebboune is preparing, according to <em>Africa Intelligence<\/em>, to make an official visit to Madrid in October. Teams working for Tebboune and Spanish Prime Minister Pedro S\u00e1nchez are reportedly discussing the final date of the visit and the issues to be placed on its agenda.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">In the current context, this is more than a routine diplomatic visit. Only a few years ago, Algiers and Madrid were going through one of the most serious crises in their recent relationship. The Spanish government&#8217;s decision to support Morocco&#8217;s autonomy plan for the Moroccan Sahara triggered a particularly strong reaction from Algeria.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The dispute quickly moved beyond a conventional diplomatic disagreement. Algeria recalled its ambassador from Madrid and suspended political cooperation mechanisms. Trade relations were also affected, giving the crisis a dimension that extended well beyond Spain&#8217;s position on the Sahara issue.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Now the movement is going in the opposite direction.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Pedro S\u00e1nchez&#8217;s visit to Algeria on July 20 was one of the clearest signs that political contacts were being restored. If Tebboune&#8217;s visit to Madrid goes ahead in October, it would represent the next step in that process at the highest political level.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">But the resumption of dialogue does not necessarily mean that the disagreements that caused the crisis have disappeared.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Spain&#8217;s position on the Moroccan Sahara remains central to understanding the new phase. Madrid has not, at this stage, returned to the position it held before S\u00e1nchez&#8217;s decision. The current process therefore appears less like a reconciliation based on resolving the underlying dispute and more like an attempt to rebuild a functioning bilateral relationship while managing those differences.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The issues expected to feature in the talks point in the same direction. Energy is likely to be among the important subjects, alongside migration, security, investment and economic relations.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">These are precisely the areas in which a prolonged political rupture becomes difficult to sustain.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Migration requires continued cooperation between the two sides of the Mediterranean. Energy has its own strategic logic. Economic relations do not simply disappear because governments enter a period of political disagreement.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The sequence of the visits is also worth noting.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">S\u00e1nchez travelled to Algiers before Tebboune is expected in Madrid. The process therefore appears to go beyond the restoration of diplomatic or technical contacts. Both capitals are now seeking to re-establish direct political dialogue at the highest level.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">What remains uncertain is what this process will actually produce.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The date of Tebboune&#8217;s visit, the issues placed on the agenda and, above all, any agreements that may emerge from it will provide a better measure of its significance. A summit can reopen dialogue; it cannot, by itself, erase the consequences of a prolonged crisis.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Algeria and Spain have a long history of cooperation and shared interests. They are also emerging from a period in which a political disagreement quickly spread into other areas of the bilateral relationship.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">That is why it would be premature to describe the current process as a simple return to the relationship that existed before the crisis. What appears to be taking shape is an attempt to reorganize bilateral ties around the interests the two countries still share, while containing their disagreements on issues where their positions remain apart.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The Moroccan Sahara will remain one of those issues, even if it does not dominate the official agenda.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">It was one of the main factors behind the deterioration in relations, and there is currently no evidence that Madrid is preparing to reverse its position.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The real significance of Tebboune&#8217;s visit will therefore be measured less by the images of the meeting than by what is actually agreed around the negotiating table.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">For now, one fact is clear: Madrid and Algiers have chosen to put their relationship back into motion. S\u00e1nchez has travelled to Algeria. Tebboune may soon travel to Madrid. Shared issues are returning to the centre of the bilateral agenda.<\/p>\n<p style=\"text-align: justify;\">What follows will determine whether this renewed contact develops into a more stable relationship or simply becomes a new way of managing a disagreement that has not gone away.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After years of political tension, Algeria and Spain appear to be moving back toward dialogue.
