{"id":936,"date":"2023-06-15T23:42:07","date_gmt":"2023-06-15T23:42:07","guid":{"rendered":"https:\/\/diplomatique.ma\/en\/?p=936"},"modified":"2023-06-16T15:52:34","modified_gmt":"2023-06-16T15:52:34","slug":"oman-fm-iran-us-close-to-deal-on-release-of-american-prisoners","status":"publish","type":"post","link":"https:\/\/diplomatique.ma\/en\/oman-fm-iran-us-close-to-deal-on-release-of-american-prisoners\/","title":{"rendered":"Oman FM: Iran, US close to deal on release of American prisoners"},"content":{"rendered":"<p class=\"selectionShareable\" style=\"text-align: justify;\"><strong>Iran and the United States are reportedly on the verge of a significant prisoner release agreement, amid the recent revival in nuclear talks between Tehran and world powers.<\/strong><\/p>\n<p class=\"selectionShareable\" style=\"text-align: justify;\">In an interview with the news outlet,\u00a0<i>Al-Monitor,<\/i>\u00a0yesterday, Oman&#8217;s Foreign Minister, Sayyid Badr Albusaidi, said he senses &#8220;seriousness&#8221; from both the US and Iran surrounding talks to agree on a nuclear deal, and that the two are close to striking an agreement on the release of American prisoners from Iran.<\/p>\n<p class=\"selectionShareable\" style=\"text-align: justify;\">The American prisoners \u2013 Siamak Namazi,\u00a0Emad Shargi and\u00a0Morad Tahbaz \u2013 have been detained in the notorious Evin Prison in the Iranian capital, Tehran, since between 2015 and 2020, on charges of espionage.<\/p>\n<p class=\"selectionShareable\" style=\"text-align: justify;\">As part of the talks, according to a US State Department spokesperson who talked to the paper, Washington is &#8220;concurrently urging Iran to take a de-escalatory path after several months of negative developments&#8221;.<\/p>\n<p style=\"text-align: justify;\">As part of a deal, Iran is seeking the release of billions of dollars in Iranian assets frozen in South Korean banks under US sanctions. A proposed mechanism would permit Iran to access those funds for humanitarian purposes only. Third parties including Oman, Qatar and the United Kingdom have at various times played a role in facilitating those discussions.<\/p>\n<p style=\"text-align: justify;\">\u201cI can say they are close,\u201d Albusaidi said of a potential prisoner agreement. \u201cThis is probably a question of technicalities.\u201d<\/p>\n<p style=\"text-align: justify;\">\u201cThey need to have a framework [and] a timeframe of how this should be orchestrated,\u201d he said of the frozen funds. \u201cI think they\u2019re ironing those things out.\u201d<\/p>\n<p style=\"text-align: justify;\">It comes after intermittent negotiations between Iran and Western powers broke down in September last year, following new demands by Tehran that reportedly went beyond the scope of the initial nuclear deal in 2015, in which Iran was to limit its enrichment of uranium in return for the lifting of sanctions and unfreezing of funds.<\/p>\n<p style=\"text-align: justify;\"><strong>Albusaidi did not confirm Oman&#8217;s involvement, but said his country has \u201coffered in good faith our offices to help both sides, be it here or anywhere else.\u201d<\/strong><\/p>\n<p style=\"text-align: justify;\">Iran\u2019s rapidly expanding nuclear program and its stonewalling of inspectors has injected urgency into the talks. The United States now estimates that Tehran\u2019s so-called breakout period \u2014 the time needed to amass enough fissile material for one nuclear bomb, if it chooses to do so \u2014 has gone from one year to &#8220;weeks or less.&#8221;<\/p>\n<p style=\"text-align: justify;\">A State Department spokesperson told <span style=\"color: #00ccff;\"><a style=\"color: #00ccff;\" href=\"https:\/\/www.al-monitor.com\/originals\/2023\/06\/oman-fm-says-us-iran-close-prisoner-deal\">Al-Monitor<\/a><\/span> that the administration via regional channels is \u201cconcurrently urging Iran to take a de-escalatory path after several months of negative developments.\u201d<\/p>\n<p style=\"text-align: justify;\">Releasing the prisoners would be one such step. Ali Vaez, an Iran expert at the International Crisis Group who closely tracks the negotiations, said there\u2019s a clear linkage between the detainee negotiations and the broader context in which a deal can happen.<\/p>\n<p style=\"text-align: justify;\">Vaez said the two sides were close to a detainee pact in March, but those discussions were derailed for several weeks after tit-for-tat attacks between Iran-backed forces and US personnel in Syria killed an American contractor.<\/p>\n<p style=\"text-align: justify;\">\u201cThe Omanis are trying to help the US and Iran figure out how they do a detainee deal in a context that is not as tense and unstable as it has been in the past,\u201d Vaez said, adding there appears to be sufficient momentum for a prisoner deal in the next few weeks.<\/p>\n<p style=\"text-align: justify;\">A European diplomat familiar with the talks also said a prisoner deal was &#8220;close.&#8221; Reached for comment, a spokesperson for the Iranian mission to the United Nations said, &#8220;This round of the prisoner exchange has been on the agenda for more than two years and we are now, more than ever, closer to reaching an agreement.&#8221;<\/p>\n<p style=\"text-align: justify;\">Fueling the speculation is a flurry of diplomatic activity in recent weeks, including a meeting Monday in Abu Dhabi between Iran\u2019s chief nuclear negotiator Ali Bagheri Khan and the political directors from the nuclear deal\u2019s European signatories. Oman&#8217;s Sultan Haitham bin Tariq al-Said also visited the Iranian capital in late May, shortly after Tehran released Belgian aid worker Olivier Vandecasteele in a prisoner swap facilitated by Muscat. Days after the sultan\u2019s visit, Iran released one Danish and two Austrian detainees in a deal Oman reportedly helped broker.<\/p>\n<p style=\"text-align: justify;\">In what some saw as an effort to de-escalate tensions, the United States last week approved Iran&#8217;s accessing of roughly $2.7 billion in gas and electricity debt owed by Iraq. The State Department downplayed the decision as a routine clearance &#8220;for humanitarian and other non-sanctionable transactions.&#8221;<\/p>\n<p style=\"text-align: justify;\">Albusaidi said Wednesday there is a &#8220;positive atmosphere&#8221; surrounding the nuclear issue, adding that Muscat believes the Iranian leadership is serious about reaching an agreement.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Iran and the United States are reportedly on the verge of a significant prisoner release agreement, amid the recent revival in nuclear talks between Tehran and world powers.
